I have a number field that needs to be converted into a Time (Duration) value. If I just set the number value into a Time (Duration) variable, it stores it in milliseconds. Is there a Logic Block action for this?

There is no out of the box action. After setting your number into a Time (Duration)… multiply by 3,600,000. That is how many milliseconds is in an hour.
