One of the output options when using the Reporting Framework is to render a PDF. Is there a way to access that PDF in a Logic Block and attach it to a record?
Yes, commonly this is done by the “Add Attachment” configuration in the Queue Report logic block action. This may be a slight process change - you will configure the report to execute from a logic block, and it will then take the report output and attach it to a record of your choosing.

Note: The above is for Report Builder reports. For Interactive Reports, we do not have an automated attachment mechanism.
