Is is correct that Validation Scope Definitions (InspectionObjectSetCriteriaDefinition) is considered business data and needs to be moved between environments using Quickstart? It is not considered metadata?
That is correct. The mechanisms for moving these would the same as it is for any other type of business data.
If the environments involved where you want to move these from/to are connected, I’d suggest a potential Data Copy of that table using the Advanced Migration Utility. Otherwise would have to look at data exports/imports.

The problem with Quickstart in the past was it couldn’t move data from tenant to tenant, and if you wanted to do that, you had to get a system administrator to execute the Quickstart operation from the _base tenant. I’m honestly unaware if that’s changed as it has been a couple of years since I last was up to speed on that feature’s capabilities.
