How can I create and manage items within specific organizational units?

For Item creation AND Management. The best option is Item Org Master application from the menu. There will be fields to create your Item and define your Organizational Unit there.
To create the same Item in MANY Organizational Units. I suggest using Item Bulk Create. Again, from the menu, this option allows you to duplicate an existing item in many Organizational Units or create a brand new item and define it in many Organizational Units at the same time.
