Promotion Manager not queuing submissions but rather blocks a request if another is already running

When submitting a metadata manifest via the Promotion Manager it does not seem to allow for queueing of submissions. If another promotion to the same environment is being processed at exactly that time it simply blocks you from submitting the promotion. This requires one to manually monitor the Jobs queue until there is no running promotion, and only then can you submit your manifest. This is definitely not ideal. Can this functionality be updated to automatically rather queue submissions?
