In 25.1 we can create ML Definitions but in 25.2 we are unable to do so. We have the correct role assigned (SYS - Automated Machine Learning) and we have the solution activated in in 25.2. What are we potentially missing?

There is an additional solution that needs to be activated called AutoMLModelCreation. Check to make sure this one is active too, as it includes an extension application that provides the app link to the AutoML application.
@jaco.theron that’s the wrong place to be looking for whether a Solution is activated. Make sure to look in Tenant Environment Setup - Solutions / Localizations.
After I activated the AutoMLModelCreation solution this way, the option to create one became available.
