When a Dashboard Card is selected a Yellow Outline appears around it. Is there anyway to control this, or prevent it.

That is what lets the user know which dashboard card keyboard shortcuts will apply to. The color can be controlled in the theme definition in the “Dashboard Focus” field. You could set that color to match your dashboard background color.
